Recruiting Agency Software Compared: CRM, Sourcing, Invoicing

Recruiting agency software (the German market calls it "Personalberater Software") is a CRM built around two sides of one deal at once: the paying client with an open mandate, and the candidate who doesn't yet know they want to move. It sources candidates directly instead of just collecting applications, and it invoices on a placement fee instead of a flat license model.

Search for this term today and you mostly find review directories ranking vendors by star ratings, or single-vendor pages that explain their own product without ever saying what separates it from a generic CRM — or what it costs. This piece names vendors with real, sourced prices, lays out the three axes that actually distinguish recruiting agency software from HubSpot or Pipedrive, and works through what one placement costs with and without a specialized tool.

Why doesn't a generic CRM work for recruiting agencies?

A sales CRM like HubSpot or Pipedrive knows one record type: the contact who eventually buys or doesn't. A recruiting agency has two record types that depend on each other — the client with an open vacancy (the mandate) and the candidate meant to fill it. Both move through their own status pipeline, both need their own communication history, and both have to meet in one place: the project or mandate. That single structural difference is where the three axes that actually separate recruiting agency software from a generic CRM come from.

Axis 1 — What does mandate management mean beyond a contact list?

In recruiting agency software, the mandate is the core unit, not the contact. A mandate bundles the vacancy, the agreed fee, the assigned candidates with their status (approached, in conversation, shortlisted, declined, placed), and communication with the client — often including a client portal where the buyer can review shortlists and profiles without CVs being emailed around. Starhunter describes this explicitly for executive search mandates: password-protected access links instead of CV attachments, which expire automatically when the project closes. A generic CRM has no concept of this two-sided logic — the candidate is, at best, a second contact type without its own pipeline mechanics.

Axis 2 — Is real active sourcing built in, or just database management?

This is where most tools marketed as "recruiting agency software" actually fall apart. Nearly every vendor we checked offers CV parsing (pulling résumé data into structured fields) and search across an existing candidate database — that's database management, not sourcing. Real active sourcing means finding candidates who aren't in your database yet and reaching out to them directly. Most recruiting-agency CRMs don't do this themselves: Meffert offers a "lead generator" with access to online job postings, Starhunter offers AI matching against its own database, but none of the tools we checked automate first-contact outreach across multiple channels through to a booked meeting. Agencies that need this step typically pair their mandate software with a dedicated sourcing tool. Sprad's People Search module, for instance, covers exactly that gap: automated candidate outreach through whichever channel actually reaches the person, including follow-ups, through to a booked appointment on the calendar.

Axis 3 — Can the software invoice on a success fee?

A recruiting agency rarely sends a monthly invoice. It bills a percentage of an annual salary, often in installments (retainer on engagement, on shortlist, on successful hire — the "one-third model"), with guarantee periods and replacement clauses if the candidate leaves early. Real recruiting agency software models this as a billing feature, not a generic invoice template. Meffert lists "invoice creation and monitoring" plus "time and effort tracking" as an explicit module, Starhunter lists "automatic invoicing" among its core features, and Akoni includes "automated invoicing" from its Professional tier upward. In hunter's (by fecher) publicly documented feature set as of the retrieval date below, no dedicated invoicing or commission feature is listed — anyone who depends on this should ask about it explicitly before signing.

What do these vendors actually charge?

Most vendors hide pricing behind "on request" — understandable for individually configured enterprise packages, but not much help for a first orientation. Two vendors in this comparison publish tiered pricing openly:

Context matters here: Heyrecruit is at its core a multiposting tool with client accounts for handling several customers — not built specifically for executive-search mandates with success fees. Agencies running a pure placement or headhunting model are better served comparing Starhunter, Meffert, and Akoni against each other.

What does one placement cost with and without specialized software?

This is the calculation missing from every comparison we checked — and it matters more to a staffing or search firm than any feature list. All figures below are our own, disclosed assumptions, not a study:

  • Fully loaded internal hourly rate: €65 (salary plus overhead, our assumption for an experienced recruiting consultant in the DACH region).
  • Time per placement without specialized software: 40 hours (sourcing, scheduling, manual candidate and client communication, invoices built by hand, in Excel/Outlook/a generic CRM).
  • Time per placement with recruiting agency software: 28 hours — 30% less through CV parsing, template mailings, a client portal instead of one-off correspondence, and automated invoicing.
  • License cost per placement: example hunter Enterprise, €115/month per user, assuming 2 placements per month per consultant = €57.50 per placement.

Under these assumptions, the software saves roughly €722.50 per placement, about 28%. The second, often more relevant lens: staffing and search firms don't compare a license against doing nothing — they compare it against their own success fee. At a market-typical commission of 20–30% of gross annual salary (the German industry association BDU cites a 27.8% market average) and an assumed target salary of €70,000, the fee per placement runs roughly €17,500–21,000. Measured against that, a €115/month license pays for itself many times over just through the time saved on a single extra placement per year — in practice, the real question is less "is the tool worth it" and more "how many additional placements does the saved time buy per year."

What legal requirements apply beyond data protection?

For staffing agencies placing temporary workers (Arbeitnehmerüberlassung under Germany's AÜG), GDPR isn't the only framework — the AÜG requires tracking that a pure placement or executive-search tool doesn't need at all:

  • Equal pay after 9 months: From the tenth month of uninterrupted assignment, a temporary worker must receive the same pay as comparable permanent staff at the client — unless a collective agreement provides otherwise. Software needs to track this date per assignment and flag it.
  • 18-month maximum assignment period: The statutory default, extendable through collective agreements — German labor courts have upheld considerably longer extensions in individual cases. Without automatic deadline tracking per assignment, agencies risk fines and being reclassified as undisclosed labor leasing.
  • GDPR and Germany's AGG (anti-discrimination act): Candidate consent, retention limits for applicant data, and non-discriminatory selection processes all need documentation — Starhunter, for example, cites a double opt-in process and export tools for data-access requests.
  • Works council at the client: Under German law, the client's works council has co-determination rights on hiring decisions in labor leasing arrangements — no software replaces that, but it should make the required documentation (notice, approval) retrievable.

None of the vendors reviewed here is built primarily for classic temp-staffing firms with AÜG obligations — Starhunter, Meffert, hunter, and Akoni are tailored to placement and executive search. Agencies that specifically need AÜG deadline tracking should ask for it as a required feature before signing, not assume it exists.

Where does recruiting agency software fall short?

None of the tools reviewed replaces the actual craft of recruiting. A CRM with mandate logic organizes the search; it doesn't run it — convincing a candidate is still a person on the phone. At most vendors, direct multi-channel outreach isn't automated either, as covered above — that gap tends to be filled by dedicated sourcing software, not the mandate CRM itself. On-premise options like Meffert's leave some maintenance and updates in your own hands, while pure cloud tools like Akoni and Heyrecruit shift that burden to the vendor but mean sharing more control over your data. And "price on request" at Starhunter and Meffert usually means a negotiation that takes time before a trial even starts.

How do you pick the right recruiting agency software?

Four questions decide more in practice than any feature list:

  1. Mandates or contacts? Check live in a demo whether a mandate exists as its own unit with assigned candidate statuses — not just as a free-text field on a contact record.
  2. Sourcing or just record management? Ask directly: does the software find candidates outside your existing database, or only search what's already been imported?
  3. Does the billing model fit your business? Temp staffing needs different invoicing logic (ongoing billing per assignment) than placement work (commission in installments) — test it against a real case, not the marketing copy.
  4. What does the next tier actually cost? "Price on request" is not a price. Ask for a written pricing schedule for your expected team size before starting a trial.

Frequently asked questions about recruiting agency software

What's the difference between recruiting agency software and an ATS?

An ATS (applicant tracking system) manages incoming applications for one company's open roles. Recruiting agency software additionally manages several client mandates at once, reaches out to candidates directly instead of only accepting applications, and invoices on a success fee rather than an internal recruiting budget.

How much does recruiting agency software cost per month?

Publicly documented entry prices range from €49/month per user (Akoni, Basic) to €98/month per user (hunter, Basic) to €135/month (Heyrecruit, Base Reach). Starhunter and Meffert don't publish prices — expect to request an individual quote (as of September 10, 2026).

Does recruiting agency software also cover automated active sourcing?

At most vendors we checked, only partially — they search their own candidate database or import résumés, but don't automatically reach out to new candidates across multiple channels. Does the software need to be AÜG-compliant?

Only if you place temporary workers under labor leasing arrangements — not for pure placement or executive search.
