How to recruit frontline temp workers in Germany via social media

By Jürgen Ulbrich

To recruit frontline workers for a temp agency in Germany in 2026, run paid Instagram and Facebook ads that state pay, location and shift pattern, and let people apply from a phone without a CV. Helpers and skilled workers search on mobile and at short notice, not on job portals at a desk. An agency that reaches them there and replies on WhatsApp within hours fills its pool before the next client order arrives. This is social media recruiting for German temp work (Zeitarbeit, Arbeitnehmerüberlassung).

At a glance
Best for Helpers and skilled workers who do not use job boards: Instagram and Facebook ad with pay, location and shift pattern — more than one in two temp agency workers in Germany does helper-level work, and they search on mobile
Best for Dispatchers drowning in applications: Pre-screening on WhatsApp before the interview — work permit, driving licence, shift and start date are clear in three minutes
Best for Agencies with changing client assignments: Sprad Social Recruiting — Ad spend plus 10 %, applicants land in your own talent pool, ready for the next assignment
As of 3 Oct 2026. Meta restricts targeting for ads in the employment category, so check the current rules in Ads Manager.

This article is written for staffing agencies that recruit people for client assignments. If you are a company that wants to book temp workers, contact an agency. If you have permanent openings in your own operation, see recruiting in logistics and production.

The situation: who works in temp agency jobs

According to the Federal Employment Agency (BA), around 622,000 temp agency workers were in regular social-security employment in June 2025, 1.8 % of all employees, plus 47,000 mini-jobbers. The 2023 annual average was still 796,000 (2.0 %). The sector has been shrinking since late 2022, so competition for each worker is getting harder.

The profile of the target group: more than one in two temp workers does helper-level work, against only about one in five across all employees. The BA describes them as predominantly male, younger than average and more often without a vocational qualification. 80 % of unemployed people who started in temp work were still employed twelve months later, partly in other sectors. For you that means: your applicants are young, mobile and available at short notice, and they switch quickly.

Where the target group is

Frontline applicants are not at a desk and do not write cover letters. They are on their phone during breaks, on the bus or after work, on Instagram and Facebook, in local Facebook groups and on WhatsApp. It follows that:

  • Job boards only reach people who are actively searching. Social ads also reach people who work for another agency and would switch for better terms.
  • Applying must take two minutes. An instant form or a WhatsApp message beats any career page with registration.
  • Speed decides. Someone who applies today and hears back in three days has an assignment with another agency tomorrow.

Why phone and messengers beat email for frontline hiring is covered in frontline recruiting by phone and WhatsApp.

The ad: an example for a forklift driver

“Temp work, apply now” is everywhere. A concrete offer a forklift driver understands at a glance works better:

Forklift driver (m/f/d), warehouse near Sampletown, start immediately
Assignment at a logistics client, early shift 6 am to 2 pm, weekends free. Hourly pay from €16.50 plus supplements, paid on time. Good performers may be taken on by the client. Forklift licence required. Message us on WhatsApp, no CV. You hear back within 24 hours. Employer is Samplestaff GmbH, temporary agency work.

Write only what you keep, and label the offer openly as temporary agency work. Which details your ads must legally contain is for your legal adviser. Showing the pay also filters out the wrong people.

What Meta restricts in targeting

For ads in the “employment” category Meta has restricted audience options, reportedly covering age, gender and postcode. Check scope and current state in Ads Manager before launch. In practice you steer by location radius, broad audiences and the ad itself.

Pre-screening: five questions on WhatsApp

A dispatcher who phones every applicant individually cannot keep up. A short message flow clarifies the essentials before a human spends time. Five questions:

  1. Do you hold a valid work permit for Germany?
  2. What experience and licences do you have (forklift licence, driving licence B, warehouse or production experience)?
  3. Which shifts can you work (early, late, night, weekends)?
  4. Where do you live, and how would you reach the site?
  5. When can you start?

Do not ask about age, religion or family plans. Get data consent in the first message, see contacting candidates on WhatsApp: is it allowed? (German). How screening differs for frontline roles is in blue-collar screening vs. white-collar.

Budget example: what a campaign can cost

Reliable German cost-per-application figures for temp work are scarce. As a US reference, the vendor Boostpoint reports a median of $13.88 per application in its 2026 benchmark (891 campaigns), varying by industry. German values can differ. Sprad has not published campaign benchmarks of its own, so the table uses assumed costs for an agency seeking warehouse workers for two client assignments:

Assumed cost per applicationAd spend €2,000Of which suitable (assumed 30 %)Cost per suitable application
€15133 applications40about €50
€2580 applications24about €83
€4050 applications15about €133

This is a worked example, not a forecast. The key lever in temp work is that applicants who do not fit the first assignment are not lost: an agency that keeps them in its own pool can approach them for the next order without new ad costs. Plan for continuous campaigns rather than one assignment. For a comparison with classic job ads see StepStone costs and prices.

Regions: what to watch

These are assessments, not measurements:

  • Ruhr area, Rhine-Main: many logistics and production assignments and many competitors. Pay and shift pattern in the ad decide.
  • Hamburg, Bremen: port and logistics, shift and night work are the norm. State the supplements.
  • Munich, Stuttgart: high living costs, applicants commute. Put travel and commuting costs in the ad.
  • Leipzig, Halle: new logistics sites, a wider radius pays off.

How Sprad solves this

Sprad Social Recruiting runs job ads on Instagram and Facebook, where nurses, tradespeople, drivers and other frontline workers spend time every day. An AI talent agent pre-screens every applicant via WhatsApp, phone or web. Every applicant lands in the employer's own talent pool, so the relationships stay with the employer instead of a platform. Pricing is ad spend plus 10 %, from a €1,000 budget that can be split across roles. Google and TikTok are to follow. For staffing agencies this means reach paid once and contacts that stay in the pool. More at Sprad Social Recruiting, for your sector at logistics and the talent pool.

FAQ

How do I find frontline workers as a staffing agency?

With paid Instagram and Facebook ads that state pay, location and shift, an application from a phone and quick pre-screening on WhatsApp. That also reaches people who do not use job boards.

How many people work in temp agency jobs in Germany?

In June 2025, according to the Federal Employment Agency, about 622,000 in social-security employment (1.8 % of all employees), plus 47,000 mini-jobbers.

What does it cost?

You set the ad budget. With Sprad you pay budget plus 10 %, from a €1,000 budget. How many applications that brings depends on role, region and ad. There is no guarantee.

May I hide in the ad that it is temp work?

No, not least for reasons of trust. Label the offer openly as temporary agency work. Which further details are legally required is for your legal adviser.

May I message applicants on WhatsApp?

If they have consented, for example by applying through WhatsApp and receiving your privacy notice in the first message. Stricter rules apply to candidates who did not contact you first.

How fast should I reply?

Within hours. Frontline applicants often contact several agencies at once. Automated pre-screening by message or phone catches that.
