What the standards actually require: no standard demands a skills matrix. ISO 9001:2015 clause 7.2 and ISO 45001:2018 clause 7.2 require you to determine the competence needed, ensure people have it, and retain documented information as evidence of it. IATF 16949:2016 adds on-the-job training and contract personnel in clause 7.2.2.
