Meta's "Employment" special ad category is a mandatory setting for every Facebook or Instagram ad that promotes a job. It applies in the US, Canada and more than 40 European countries, and it fixes your audience to ages 18 to 65+ and all genders, blocks postal-code targeting and lookalike audiences, and requires a location radius of at least 15 miles (25 km). Screening therefore moves from targeting settings into ad copy, forms and pre-qualification. As of October 2026.
What is the Employment special ad category?
Special ad categories are Meta's answer to discrimination in ads. Housing, credit and employment ads were the first, after civil-rights complaints in the US. Meta later extended the rules to Canada and to Europe. In its 2022 announcement on ads fairness, Meta states that the updates were expanded to Canada and the EU and that location targeting needs a minimum radius of 15 miles. In February 2025 a Meta spokesperson said the company applies targeting restrictions for employment campaigns in over 40 European countries.
"Employment" covers anything that promotes a job opportunity: full-time and part-time roles, internships, apprenticeships and job fairs. It does not matter whether the ad links to a form, a landing page or a WhatsApp chat.
Where does the category apply: US, EU, UK?
| Where your ad is shown | Category required? | What we could verify |
|---|---|---|
| United States | Yes | Since 2019, after a settlement with civil-rights groups; also applies to non-US advertisers targeting the US |
| Canada | Yes | Extended by Meta; confirmed in Meta's 2022 announcement |
| EU and other European countries | Yes | Meta speaks of more than 40 European countries; German sources date the start for Europe to 7 December 2021 |
| UK, other regions | Check in Ads Manager | Meta's help page names "parts of Europe"; we found no list we can quote |
The rule follows the audience, not the company's address. A German employer who targets the US must use the category, and a US company that advertises in Germany must as well. One more caveat: secondary sources disagree on the minimum radius in Europe. Meta's own announcement says 15 miles (about 25 km); some guides mention 10 miles (about 17 km) for individual European countries. Ads Manager shows the value that applies to your campaign.
What exactly is restricted?

- Age and gender: fixed to 18 to 65+ and all genders. You cannot narrow either.
- Location: only as a radius around a place, no postal codes, no exclusions of areas.
- Audiences: no lookalike audiences, and Meta retired the "Special Ad Audiences" workaround in 2022.
- Detailed targeting: options that describe protected characteristics are gone, the rest is reduced, and you cannot exclude any detailed targeting.
Two things the category does not solve: it limits what you can select, but not who the algorithm shows the ad to. In February 2025 the Netherlands Institute for Human Rights ruled that Facebook's delivery reinforced gender stereotypes in job ads, and in October 2025 the French equality body (Défenseur des droits) reached a similar finding and gave Meta three months to respond. Meta disagrees with the French decision. For employers this means: neutral wording matters, because the ad text is the one lever you fully control.
How to run compliant job ads: 6 steps
1. Declare the category at campaign level
In Ads Manager choose "Employment" under special ad categories before you set the audience. Meta detects job ads automatically, so skipping the step risks a rejected ad or a restricted account.
2. Define the audience by place, not by person
Set the radius around the workplace or the commuting area. For rural roles a wide radius is often what you want anyway. Keep one campaign per location so reporting stays clear.
3. Let the ad copy do the targeting
Name role, shift, pay and requirements in the first lines. "CDL-A driver, regional routes, home weekends, $32 an hour" filters better than any interest setting. Do not use interests as stand-ins for age or gender: that defeats the purpose of the category and conflicts with Meta's discrimination policy.
4. Keep the wording neutral
Avoid phrases such as "young team" or "digital natives" and gendered job titles. In the EU, anti-discrimination law applies to the ad text itself, in Germany for example section 11 of the General Equal Treatment Act (AGG).
5. Move screening into the form or chat
Ask two to four knock-out questions: licence, shift availability, location, start date. A short form or a WhatsApp conversation handles this well on mobile. See why frontline hiring works by phone and WhatsApp, not email.
6. Measure qualified applicants, not clicks
Track cost per applicant, the share who meet your must-haves and cost per interview. With a wide, unfiltered audience, the qualified share is the number that tells you whether the ad works.
Common mistakes
| Mistake | Consequence | Better |
|---|---|---|
| Category not declared | Ad rejected or account restricted | Select "Employment" for every job ad |
| Interests used as age or gender proxy | Policy conflict, discrimination risk | Describe the job, not the person |
| Radius too small | Little reach, expensive results | Use the minimum radius and widen it for rural roles |
| Long form with CV upload | Frontline applicants drop out | Three questions, no CV |
| Judging by clicks | Cheap but unqualified applicants | Pre-screen and measure the qualified share |

FAQ
Do I have to select the special ad category for job ads in Europe?
Yes, if your ad promotes a job and is shown in a country where the rule applies. Meta applies it in more than 40 European countries. Ads Manager shows whether the category is required for your target location.
Why can't I target by age on my job ad?
Because Meta locks age to 18 to 65+ and gender to all genders in the Employment category, to prevent discrimination in job ads.
Can I still use interest targeting?
Partly. Options that describe protected characteristics are removed and the rest is limited. You cannot exclude any detailed targeting.
Are lookalike audiences allowed for job ads?
No. Lookalike and saved audiences are unavailable in the category, and Meta removed Special Ad Audiences in 2022.
What happens if I don't declare the category?
Meta can reject or pause the ad and restrict the account, because it identifies job ads automatically.
Does this rule only apply to US companies?
No. It depends on where the ad is shown. Non-US advertisers targeting the US must comply, and US advertisers targeting covered European countries as well.
