How to Find Skilled Workers in Germany 2026: AI Tools, Sourcing and Costs

October 14, 2026
By Jürgen Ulbrich

For scarce trades in 2026, you find skilled workers by combining three routes: direct outreach to those with an XING or LinkedIn profile, an ad with pay on Instagram and Facebook for those who are not searching, and a quick WhatsApp pre-check so your team only talks to people who fit. AI helps mainly with searching, pre-screening and follow-ups; it does not create skilled workers the market does not have. The picture has eased slightly but stays tight: according to KOFA, 369,516 vacancies could not be filled on paper in 2025, 24.1 % fewer than in 2024, and over 225,000 of them were for workers with completed vocational training. As of October 2026.

At a glance
Best for Skilled workers with an XING or LinkedIn profile: Active sourcing with AI screening — search by requirements instead of keywords, check every profile individually, LinkedIn and email in one inbox
Best for Employed skilled workers who are not looking: Ad with pay on Instagram and Facebook — reaches people open to a move through reach, not through a job board
Best for Few applicants, little time in the business: Pre-screening via WhatsApp, phone or web — clarify qualification, experience and reason to move before the technical team invests time
Best for Ongoing need, several roles: One talent pool for all channels — every contact from search, ad and application stays with the employer for the next role

How big is the skilled-worker gap in Germany?

The KOFA competence centre for skilled-labour security puts the 2025 skilled-worker gap at 369,516 vacancies that cannot be filled on paper (KOFA Kompakt 03/2026, March 2026). More than 225,000 of them are for workers with a completed vocational qualification; for experts, the gap fell by 31.9 % to 68,883. It narrowed at every skill level, and the KOFA annual review is titled “weak labour market 2025”.

The Federal Employment Agency’s shortage occupation analysis 2025 counts 157 shortage occupations (2024: 163, 2023: 183). Most sit at “skilled worker” level, meaning jobs with completed vocational training. Shortages are concentrated in nursing and medical occupations and in construction and the trades, plus cooks, professional drivers and educators. Metalworking and software development dropped off the list. In the skilled trades, almost 100,000 vacancies stayed unfilled on paper in 2025, with 59 of 115 trades short of workers (KOFA).

Skilled worker, specialist, expert: what the numbers mean

The Federal Employment Agency distinguishes four skill levels. It helps to know which one is your target group:

LevelTypical qualificationExampleBest route
Helperno formal training requiredWarehouse helper, cleanerFeed ad, fast reply
Skilled workercompleted vocational trainingElectrician, nurse, cookAd with pay, pre-check, referrals, active sourcing
Specialistmaster craftsperson, technician, bachelorSite manager, technicianDirect outreach plus ad
Expertuniversity degree (master)Engineer, physicianActive sourcing, networks

This guide mainly covers the middle: skilled workers with vocational training and specialists in practical trades. For direct outreach to experts, see our overview of People Search.

Where do skilled workers in scarce trades spend their time?

An electrician or nurse who is currently employed does not open a job board. They look at their phone in the evening, in Instagram and Facebook, and often keep a profile on XING or LinkedIn. For your search that means:

  • The market is distributed, not empty: according to the Federal Employment Agency, almost half of registered vacancies are in shortage occupations, yet only about a quarter of unemployed skilled workers look there (press release on the 2024 analysis). You reach employed people open to a move only through reach or targeted outreach, not through a job board.
  • Pay beats employer branding: skilled workers compare before they write. A pay range in the ad saves rejections.
  • Training and career changers: where the market has no skilled workers, train your own or qualify career changers. KOFA advises employers to use digital channels and address groups such as career changers.
  • Referrals stay strong: employees know colleagues in the industry. See how to find employees: 12 ways.

Meta’s “Employment” special ad category restricts targeting: age, gender and postcode cannot be chosen, and location only as a radius (from about 25 kilometres, 15 miles). Check the current rules in Ads Manager. For trades, see how to hire tradespeople in Germany.

Which AI tools help mid-sized employers find skilled workers?

Mid-sized German employers increasingly use AI, mainly as relief: according to the Institut für Mittelstandsforschung (IfM) Bonn, a little over one in four small and medium-sized companies used AI in 2025, mostly for time-consuming routine work. In the short term AI eases staffing problems by taking work off people; in the long term it changes job profiles (IfM Bonn, March 2026). The study names unclear data-protection rules and uncertainty about which tool fits as barriers. In recruiting, AI pays off where a small team carries a lot of routine. Three uses have proven themselves:

BottleneckAI toolWhat it doesLimit
Nobody searches actively, the ad brings too littleActive sourcing with AI screeningSearches XING, LinkedIn, GitHub and your own pool by requirements and checks every profile individually; outreach by LinkedIn and email with follow-upsPeople without a public profile cannot be found this way; many tradespeople and nurses are better reached by ad
Too many unsuitable applications, too little timeCV screeningReads and scores CVs against your must-have criteria; the decision stays with a personScores only what the CV says; proof such as certificates is clarified in the pre-check
Applicants drop out, replies take longPre-screening via WhatsApp, phone or webAsks qualification, experience, reason to move, pay and start date around the clockOnly after consent, never as cold first contact

A rule of thumb for judging a search tool: if results appear instantly, it is almost always a (semantic) keyword search. An AI check reads every profile against your requirements, so the deep search takes a few minutes. Sprad’s Atlas returns first results in Quick Search in about three seconds; the deep search takes longer because more AI runs per profile.

What Sprad does differently

Sprad Active Sourcing searches LinkedIn, XING, GitHub and your own talent pool in one search, on one of the largest profile databases with over 1 billion profiles worldwide. Two differences matter most for mid-sized employers: Atlas checks every profile individually against your requirements, so it also finds skilled workers with a poorly maintained profile. And LinkedIn and email run automated in one inbox, so nobody is contacted twice, not even by a colleague for another role. On top come voice, chat and WhatsApp pre-screening, fully automated with an approval option if you want it.

On measurability: in the open PeopleSearchBench (Recruiting), Atlas ranks first with 73.5 out of 100, 5.3 points ahead of second place (Lessie, 68.2); in recruiting it returns almost always 15 matching profiles per search (14.2 on average). PeopleSearchBench (Recruiting), published by Lessie, October 2026. Other systems' scores as published in the benchmark; Atlas measured with the benchmark's open test procedure.

What does it cost? A worked example for three electricians

Assumptions: a mid-sized employer looks for three electricians, annual salary €45,000, three months, 150 applications. The calculation shows orders of magnitude; it is neither a forecast nor a promise of hires.

RouteCalculationCost
Commission model (agency)14 to 22 % of €45,000, three hires€18,900 to €29,700, only on success
Social agency with flat fee€5,000 per position according to the provider, three roles€15,000
Ads via Sprad Social Recruiting€3,000 ad budget plus 10 %€3,300
Pre-check of applications (Sprad Screening)150 applications × €0.49€73.50
Active sourcing (Sprad Recruiter Lite)1 seat at €79 a month, billed annually€948 a year, deep search via credits
All three Sprad building blocks€3,300 + €73.50 + €948about €4,320 in the first year

To be fair: a commission is due only when someone is hired, while ad budget and seat fall due regardless of the outcome. Plan realistic expectations when you combine ads and active sourcing. For scarce trades, plan more run time rather than more daily budget, because the target group is small. The Boostpoint Benchmark 2026 reports a US median of $13.88 per application (891 campaigns), roughly 70 applications per $1,000; for sought-after trades in Germany the figure can differ. Agency and commission prices come from the providers, Sprad prices from the pricing page, as of October 2026, net. If you want to test first: the free account includes 100 credits a month, usable for searches and screening.

Sample ad for a scarce skilled role

This is an invented template so you can see the structure. Replace pay, location and benefits with your real values:

Industrial electrician (m/f/d), Nuremberg area
€3,800 to €4,300 gross depending on experience, permanent contract, four-day week possible, master craftsperson training paid for. Answer five short questions on WhatsApp and we will call you back the same day.

The template names a pay range, a concrete career step and a small application path. In scarce trades, whoever replies first and talks openly about money wins.

Pre-screening: five questions before the first conversation

With skilled workers, proof decides whether someone really fits, and your technical team has little time. An AI talent agent asks the must-have criteria around the clock via WhatsApp, phone or web, so your team only talks to people who fit:

Infographic: five pre-screening questions for skilled applicants
Five pre-screening questions for skilled applicants. Source: Sprad, as of October 2026.
  1. Training: which qualification or certificate do you hold?
  2. Experience: how many years in the trade, in which area?
  3. Reason: what would make you move?
  4. Pay: salary expectation and preferred hours.
  5. Start: from when, with what notice period?

The question about the reason to move is the most valuable: it shows whether you can offer something the current employer does not. More on the principle in screening blue-collar candidates.

Limits: what AI does not solve about the skills shortage

  • It does not create skilled workers: where the market has nobody, training, career changers and further education help. The IfM study agrees: in the long term demand for qualified staff rises, because AI changes job profiles.
  • Not every skilled worker can be found online: active sourcing relies on public profiles. For trades with little XING and LinkedIn presence, the ad is the better entry.
  • The deep search takes minutes: in return it checks every profile. Quick Search gives a first overview.
  • The smallest plan has no “unlimited”: deeper search costs more AI. In return credits are flexible and the free account includes 100 a month. Recruiter Lite (€79 per seat and month) is on par with comparable seat tools; Atlas Recruiter (€299) costs more per seat but includes unlimited searches (fair use).
  • Law and data protection stay your duty: the high-risk obligations of the EU AI Act (Annex III) for recruiting AI apply, after the Digital Omnibus, only from 2 December 2027 (Regulation (EU) 2026/1744, in force since 27 July 2026). The GDPR applies now; automated individual decisions are covered by Art. 22 GDPR. So leave the decision on invitations and rejections with a person. This is not legal advice.

Common mistakes when hiring skilled workers

  • Hiding the pay: skilled workers do not write if they cannot tell whether a move pays off.
  • A long process: if you need three weeks to answer, you lose to a competitor.
  • Waiting for active seekers: the people you want are mostly employed.
  • Two channels without a shared record: serving LinkedIn, email and WhatsApp separately means people get contacted twice or follow-ups get forgotten.
  • Losing contacts: someone who does not move today may move next year. Your own pool keeps the contact.

Four regions, four approaches

  • Munich and surroundings: high living costs, so an allowance or housing offer is an argument.
  • Rhine-Ruhr: many employers, short distances, a move possible without relocating.
  • Nuremberg and Franconia: strong mid-sized industry and technology, further training works.
  • Eastern German states: often fewer competitors but also smaller pools. Plan reach by radius.

The regions are examples, not measurements. Name location and career path in the ad, not just the city.

Hiring skilled workers with Sprad

Sprad combines the three routes in one tool: active sourcing with AI screening for skilled workers with a profile, social recruiting on Instagram and Facebook for everyone else, and an AI talent agent that pre-screens every applicant via WhatsApp, phone or web. Every contact lands in the employer’s own talent pool, so the relationships stay with you instead of a platform; the talent network stays free to use even without a licence. Social recruiting is priced as ad spend plus 10 %, from a €1,000 budget that can be split across roles, with three months recommended. Sprad has built recruiting software for seven years, for start-ups as well as large enterprises and public bodies, hosted in the EU.

Which AI tools help mid-sized employers find skilled workers?

Three kinds: active sourcing with AI screening of profiles, CV screening for incoming applications, and pre-screening via WhatsApp, phone or web. For each tool, check whether it reads every profile individually or only filters by keywords, and whether channels run in one shared inbox.

Can AI solve the skills shortage?

No, it relieves it. According to IfM Bonn, AI in mid-sized companies mainly takes over routine work. It saves time in searching and pre-screening, but it creates no additional skilled workers; that takes training, career changers and attractive offers.

How big is the skilled-worker shortage in Germany?

According to KOFA, 369,516 vacancies could not be filled on paper in 2025 (down 24.1 % from 2024), over 225,000 of them for workers with vocational training. The Federal Employment Agency counts 157 shortage occupations.

What if there are no skilled workers on the market?

Train your own, qualify career changers and keep in touch with applicants who do not fit now. Your own talent pool saves the reach on the next role.

Can I contact applicants on WhatsApp?

Yes, if the applicant has agreed to that route, for example by tapping “Apply now” with a notice. WhatsApp is not the right channel for cold first contact. Details in contacting candidates on WhatsApp. This is not legal advice.

Is AI in recruiting allowed?

Yes. The GDPR already applies; the high-risk obligations of the EU AI Act for recruiting AI apply, after the Digital Omnibus, from 2 December 2027. A person should decide on rejections.
