Top 2 Temp Staffing Software Tools Compared

Temp staffing software runs the back office of a staffing business — payroll, wage-and-hour compliance, disposition and client billing — which is a fundamentally different job than a general recruiting ATS. This guide compares eleven relevant platforms, separates dedicated staffing ERPs from ATS/CRM tools that lack payroll entirely, and sets out the AÜG, GDPR and EU AI Act checks DACH staffing agencies should make before buying.

More about Software for temp staffing agencies

Temp staffing software runs the back office of a temporary-staffing business: placing a worker, scheduling shifts, tracking assignment end dates, calculating pay under the applicable agreement, and billing the client. It matters most for agencies that employ temp workers directly (rather than only introducing candidates), because payroll and compliance become the agency's own legal obligation, not the client's. A general recruiting ATS without payroll and scheduling is not a substitute for this category, even if it manages candidates well.

The market splits sharply in two: dedicated staffing ERPs built around wage-and-hour compliance and payroll (the smaller, specialised group), and general recruitment ATS/CRM platforms that some staffing agencies use for the front-office half while running payroll separately. Getting this distinction right before evaluating vendors avoids the most common mistake in this category: buying a well-reviewed applicant tracking tool that was never built to calculate pay or track a legally binding assignment end date.

What is temp staffing software – and what is it not?

Temp staffing software combines an applicant tracking and scheduling front end with a payroll and billing back end built for temporary employment: pay rates that differ by agreement, assignment start/end dates with legal deadlines, timesheet approval, and invoicing the client company for hours worked plus margin. In Germany this additionally means compliance with the Arbeitnehmerüberlassungsgesetz (AÜG) — collective-agreement pay calculation, overlap and equal-pay rules, and deadline tracking for maximum assignment duration.

It is different from a general recruitment ATS/CRM, which manages a candidate pipeline and client relationship but has no payroll engine and no AÜG logic. Several well-reviewed HR platforms researched for this comparison — Coveto and Perbility/Helix — are explicitly built for direct hiring or broad HR administration and document no AÜG module, no shift scheduling, and no temp-specific payroll; they are a common but wrong purchase for a staffing agency's core operating system, however well they perform for corporate in-house recruiting.

The six differences that matter in a purchase decision

Native payroll and AÜG compliance, or none at all

This is the single most important axis. zvoove (the successor to the long-standing German market standard Landwehr L1) is built specifically for AÜG-compliant payroll, collective-agreement calculation, and deadline tracking. Avionté and Vincere both offer genuine payroll and billing modules alongside their ATS/CRM, which is rare in this category — most competitors, including Bullhorn, Crelate, Recruiterflow, Recruit CRM, and JobAdder, have no payroll module at all and require a separate system.

Disposition and scheduling depth

A staffing agency dispatches the same worker to different assignments repeatedly. zvoove's drag-and-drop disposition and multi-shift planning is built for exactly this; Avionté offers comparable back-office depth for US-style W2 staffing. General ATS platforms track a candidate through a hiring pipeline once, which is a different workflow than redeploying the same temp worker across multiple client assignments.

Local wage-and-hour logic is not portable across borders

German AÜG calculation (iGZ/BAP collective agreements, equal-pay timing, maximum assignment length) has no equivalent in US or UK staffing software. Avionté and Vincere are built around US and UK compliance logic respectively, not German tariff calculation. A DACH staffing firm evaluating an international platform should assume the payroll engine will need a separate local solution regardless of how complete the front-office features look.

Candidate sourcing is largely absent from this category

None of the dedicated staffing ERPs reviewed here — zvoove, Avionté, Vincere — document a genuine external candidate-search engine; sourcing runs through job-board multiposting and inbound applications. That is a structural gap for a category defined by continuous need for new workers, and it is the reason a staffing agency typically pairs its ERP with a separate sourcing layer rather than expecting one system to do both.

Pricing transparency is worse than in general recruiting software

Every dedicated staffing ERP examined here — zvoove and Avionté — publishes no list price at all; both require a sales conversation, and third-party estimates for Avionté range from roughly €500 to €2,000+ per month depending on modules, before implementation fees of an estimated €5,000–20,000. Vincere at least publishes a per-seat starting price (£69) plus a separate, agency-level "Smart Pack" fee for automation.

Language and DACH hosting

zvoove is the only platform in this comparison built natively for the German market, with DATEV integration and German hosting. TrackerRMS documents a German-speaking user base on Capterra Germany but is UK-headquartered. Avionté, Vincere, Bullhorn, Crelate, Recruiterflow, Recruit CRM, and JobAdder document English-only interfaces with no confirmed German support.

Provider matrix: relevant temp staffing platforms

This matrix covers the platforms actually built for or used by temp staffing operations, based on the research reviewed. It includes both dedicated staffing ERPs and general ATS/CRM systems that lack payroll — the gap is stated explicitly so it isn't discovered after signing. Two other German market names worth knowing exist in this space — GEDAT and Compana — but are not independently verified in this research and are not included in the table below for that reason. What DACH and EU buyers should check in addition

AÜG deadlines and collective-agreement accuracy: Ask the vendor to run your actual tariff (iGZ, BAP, or a house agreement) and confirm how the system flags approaching maximum-assignment-duration deadlines. A platform built for US or UK staffing law will not have this logic, however polished its front office looks.

EU hosting and GDPR: Ask for data categories, processing location, subprocessors, and deletion routines in writing. Where a system scores or ranks candidates automatically, check whether a decision could be made without human review; GDPR addresses this in Article 22. This is not legal advice. Legal-source status: 26 September 2026.

EU AI Act: Annex III of the EU AI Act includes a high-risk category for certain AI systems used in employment and worker management. If a platform's AI feature scores candidates or workers, purpose, data, human oversight, and documentation should be reviewed with legal and privacy stakeholders before rollout. Legal source: EU AI Act, Regulation (EU) 2024/1689, status 26 September 2026.

Employee representation: German staffing agencies introducing AI-based scheduling or candidate scoring should involve the works council early. Section 95(2a) of the Works Constitution Act extends selection-guideline provisions to AI use; Section 87(1)(6) concerns technical equipment intended to monitor employee conduct or performance. Sources: Section 95 BetrVG and Section 87 BetrVG, status 26 September 2026.

Selection checklist for temp staffing software

  • Does the platform calculate pay under your actual collective agreement, or only generic hourly rates?
  • Is payroll native, or does it require a separate system — and if separate, how clean is the data handoff?
  • How does it track assignment end dates and maximum-duration deadlines under AÜG?
  • Is pricing public, or does every quote require a sales call — and what does that typically cost at your headcount?
  • Does the vendor include DATEV or equivalent accounting integration?
  • Is there any built-in candidate sourcing, or will you need a separate tool for that from day one?
  • What is the implementation timeline and cost, separate from the monthly license?
  • Where is worker and client data hosted, and who are the subprocessors?

Frequently asked questions about temp staffing software

Can a general recruiting ATS like Bullhorn or Crelate run a German temp staffing agency?

It can handle the front office — candidate pipeline, client records, job posting — but none of them include AÜG-compliant payroll or collective-agreement calculation. A German staffing agency using one of these still needs a separate payroll system such as zvoove, or a dedicated back-office add-on.

Why isn't Landwehr L1 listed as a current option?

Landwehr L1 was merged into zvoove in 2021 and is no longer available as a separate product. Its functionality — AÜG compliance, disposition, tariff calculation — is now part of zvoove.

Are Coveto or Perbility/Helix good alternatives for a staffing agency?

No. Both are well-reviewed for their actual purpose — direct-hire recruiting (Coveto) and broad HR administration (Perbility/Helix) — but neither documents an AÜG module, disposition tool, or temp-specific payroll. Choosing either for a staffing agency's core system is a common but avoidable mistake.

Does any temp staffing platform include candidate sourcing?

Not among the dedicated staffing ERPs reviewed here. zvoove, Avionté, and Vincere all rely on job-board multiposting and inbound applications rather than an external search engine, so a staffing agency with a recurring sourcing gap typically adds a separate sourcing tool.

What does temp staffing software cost?

Published pricing is rare in this category. Coveto is the exception, from €119/month for direct-hire ATS use (not AÜG staffing). zvoove and Avionté require a sales conversation, with third-party estimates in the €500–2,000+/month range depending on modules, before implementation costs.

Staffing agencies evaluating a broader toolkit can also review the recruitment agency page, current pricing, or the ATS-and-CRM-in-one comparison before narrowing to a specific vendor such as via zvoove pricing or zvoove alternatives.
